Overview

The City and Borough of Wrangell (CBW) has a Memorandum of Understanding (MOU) with the Alaska Division of Parks & Outdoor Recreation (DPOR) to manage Petroglyph Beach State Historic Park (SHP). Under this agreement:

  • DPOR assists with permit processing and administrative tasks.
  • CBW reviews permit applications and coordinates approval with DPOR.
  • CBW collects permit and end-of-season fees for activities at Petroglyph Beach.

Below are the types of permits available within Petroglyph Beach State Park that are restricted by statute, regulation, park plan, and/or policy.

Special Use Permits (SUP)

Anyone conducting special use activities on State Park lands or waters must obtain, in advance, a permit issued by the DPOR. Examples of special use activities include the reservation of facilities, groups or events of 20 or more people (weddings, family reunions, school field trips, scout events, etc.), research activities, temporary structures, special/motorized access, etc., or any other incompatible use as defined under regulation.

Commercial Use Permits (CUP)

Anyone conducting commercial activities on State Park lands or waters must obtain, in advance, a permit issued by the DPOR. Examples of commercial activities include guided activities, charter services, portrait photography, transportation services, outfitting, or rentals within a park.

  • Insurance requirements: Commercial General Liability Insurance policy is required for commercial activities. Your Certificate of Insurance (COI) must list the Division of Parks andOutdoor Recreation and the City and Borough of Wrangell as additional insured.

How to Apply for a Commercial Use Permit

  1. Submission of application: Submit your application using the link above. Please note that the application will time out after approximately one hour.
  2. Confirmation of submission: Both you and DPOR will receive an automatic notification once the application has been submitted. Please allow up to 30 days for processing.
  3. Application review and payment instructions: After review by the City and Borough of Wrangell (CBW) and the Alaska State Parks Permitting Team, payment instructions will be provided.
    • Applications with only Petroglyph Beach SHP listed: Applicants must remit $450 permit fee ($100 application fee + $350 permit fee) directly to CBW.
    • Applications with Petroglyph Beach SHP plus other park units: Applicants remit a $100 application fee to CBW, in addition to the $450 ($100 application fee + $350 permit fee) due to DPOR.
  4. Permit issuance: Once payment has been received by both CBW and DPOR, a copy of your receipts will be sent to DPOR, and your final permit will be issued.

End of Season Report and Fees

An End of Season (EOS) report documents the number of clients brought into a park unit during the operating season. All CUP holders are required to submit an EOS report, and both the report and any applicable fee payments are due by December 31 of each year.

  • Petroglyph Beach EOS reports must be submitted to the City and Borough of Wrangell (CBW).
  • If you hold permits for multiple state park locations, Petroglyph Beach State Historic Park should NOT be included in your EOS report submitted to Alaska State Parks. EOS reports for all other state park locations must be submitted directly to the State of Alaska, Division of Parks and Outdoor Recreation.
