Invitation to Bid - McKinnon Street Rehabilitation
Notice is hereby given that the City and Borough of Wrangell, Alaska will receive sealed bids for the construction of McKinnon Street Rehabilitation.
The Contract Documents may be downloaded free of charge on the City and Borough of Wrangell website (www.wrangell.com) under the Bids and RFP’s section. Downloading Contract Documents from the City and Borough of Wrangell’s website requires registration with the Borough Clerk in order to be placed on the Plan Holders List and to ensure receipt of subsequent Addenda. Failure to register may adversely affect your proposal. It is the Offeror’s responsibility to ensure that they have received all Addenda affecting this Solicitation. DESCRIPTION OF WORK. WORK consists of all activities necessary to reconstruct McKinnon Street from Front Street to Church Street, as shown in the contract documents. Work generally includes various quantities of mobilization, traffic control, demolition and disposal, erosion and sediment control, clearing and grubbing, excavation and imported fill, water, sewer and storm drain pipe, structures and appurtenances, AC pipe removal and disposal, concrete surfacing, curb and gutter, concrete retaining wall removal and reconstruction, signage, guardrail, topsoil and seeding, construction surveying and other miscellaneous improvements and appurtenances necessary for a complete project. The Engineer’s Estimate for the project is between $1.9M and $2.3M.
SPECIAL REQUIREMENTS.
- SAM.GOV ACTIVE REGISTRATION. Bidders must have a Unique Entity ID generated by SAM.gov and shall submit a copy of their active Sam.gov active registration with their bid. The Contractor, as a recipient of SRF program funds, must maintain an active SAM.gov registration throughout the term of the contract.
- AMERICAN IRON AND STEEL. Use of State Revolving Fund requires application of the American Iron and Steel (AIS) Act for all iron and steel products that are produced in the United States.
SITE OF WORK. The WORK is located in Wrangell, Alaska on McKinnon Street between Front Street and Church Street.
COMPLETION OF WORK. Substantial completion for all WORK under the contract documents shall be October 30, 2026. Other interim substantial completion dates are outlined in the contract documents.

PRE-BID CONFERENCE. A prebid conference for bidders will be held at the Wrangell Capital Projects Department office at 1043 Case Avenue, Wrangell, Alaska on May 26th, 2026 at 11:00AM, local time. BID SECURITY. Each bid shall be accompanied by a bid bond, cashier’s check or certified check made payable to the City and Borough of Wrangell in the amount of five percent of the total bid price. This serves as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it.
RECEIPT OF BIDS. Sealed bids will be received by the City and Borough of Wrangell, Post Office Box 531, Wrangell, Alaska 99929, located at the Borough Clerk’s Office, 205 Brueger Street, Wrangell, Alaska 99929, or password protected bid documents may be sent by email to: bids@wrangell.com, until 2:00 PM prevailing time on June 4, 2026, at which time they shall be opened and read aloud. Opening date and time may be changed to a later date or time via Addendum. Clearly identify the name of the Sealed Bid Project on the outside of the envelope or in the email subject line.
CONTRACTOR'S LICENSE. All contractors are required to have a current Alaska Contractor’s License and a current Alaska Business License prior to the time of opening Bids.
BID TO REMAIN OPEN. The Bidder shall guarantee the Bid for a period of 60 Days from the date of Bid opening. Any component of the Bid including additive alternates may be awarded anytime during the 60 Days.
OWNER'S RIGHTS RESERVED. The OWNER reserves the right to reject any or all Bids, to waive any informality in a Bid, and to make award to the lowest responsive, responsible Bidder as it may best serve the interests of the OWNER.
