NOTICE INVITING BIDS

NOTICE IS HEREBY GIVEN THAT the City and Borough of Wrangell, Alaska will receive sealed bids for the design and construction of the MARINE SERVICE CENTER WATER FILTRATION SHED.

The Design Build Documents, may be obtained at the office of the Borough Clerks Office, 205 Brueger Street, Wrangell, Alaska 99929 (ph. 907-874-2381).  Charges will be required for special handling or delivery of the documents by means other than first class mail.  The Document may also be downloaded for free on the City and Borough of Wrangell website (www.wrangell.com) under the Bids and RFP’s section.  Downloading contract documents from the website requires registration with the Borough Clerk in order to be placed on the Plan Holders List and to ensure receipt of subsequent Addenda.  Failure to register may adversely affect your proposal.  It is the Offeror’s responsibility to insure that they have received all Addenda affecting this Solicitation.  To be registered, contact the Borough Clerk at 907-874-2381 or at clerk@wrangell.com

DESCRIPTION OF WORK.  Work shall consist of all necessary activities to design and construct the Marine Service Center Water Filtration Shed as shown on the Design-Build Document.  Work includes:

The Design and Construction of a 16’x 24’ shed to cover an existing underground filtration system. The purpose of the shed is to prevent the existing filtration system from freezing winter temperatures.

SITE OF WORK.  The work is located in Downtown Wrangell, Alaska within the Marine Service Center.

COMPLETION OF WORK.  The Owner will open the work site to the CONTRACTOR immediately following the Notice to Proceed. All WORK under the Contract shall have a substantial completion date of September 2, 2014.  Other interim dates are outlined in the contract documents.

General Terms and Conditions

Specifications:  Any obvious error or omission in specifications shall not be to the benefit of the Proposer but shall put the Proposer on notice to inquire of or identify the same from the City & Borough of Wrangell.  Whenever mention is made of any article, material, or workmanship to be in accordance with laws, ordinances, codes, underwriter’s codes, A.S.T.M. regulations or similar expressions, the requirements of these laws, ordinances, etc., shall be construed to be the minimum requirements of these specifications.

Delivery cost shall be included in the proposal price.

Description of Materials

Proposals for materials and supplies should include a complete description, manufacturer’s name, and manufacturer’s part number.

Quality

All materials used for the manufacture or construction of any materials or equipment covered by this proposal shall be new, of the latest model, of the best quality, and of the highest grade workmanship.  It is the Proposer’s responsibility to prove to the City & Borough of Wrangell that each item offered is equal to the grade or quality of material specified.

Acceptance of Material

The materials delivered under this proposal shall remain the property of the Proposer until a physical inspection and actual usage of this material and/or services is made and therefore accepted to the satisfaction of the City & Borough of Wrangell.

Warranty

The Proposer shall unconditionally warrant, for 12 months from the date of final completion to repair or replace any defective work or materials and will provide copies of all manufacturer warranties for materials.

If, within the guarantee period any defects occur which are due to faulty material and/or manufacturing, the Proposer, at his expense, shall repair or replace the defective parts at such time as will be least detrimental to the operation of the City & Borough of Wrangell business.

Compliance with Specifications

Terms and Conditions: The Request for Proposal, Specifications, Design-Build Contract,  Vendor’s Proposal, Addenda and/or any other pertinent documents form a part of this proposal and by reference are made a part hereof.

PRE-BID CONFERENCE. Prospective bidder are encouraged to attend a Pre-Bid Conference that will be held in Wrangell on July 8, 2014, beginning at 11:00 am at the City and Borough of Wrangell Assembly Chambers at City Hall.  The purpose of the conference is to acquaint Bidders with site conditions, construction phasing and answer questions on bid documents.  Attendance by teleconference will be available by calling: 1 (888) 550-5602 or +1 212-812-2800 and enter 5052 7375.

Following the pre-bid conference, CBW staff will proceed to the project site at the Marine Service Center.  Proposers are encouraged to attend.

BID SECURITY.  Each bid shall be accompanied by a bid bond, cashier’s check or certified check made payable to the City and Borough of Wrangell in the amount of five percent of the total bid price.  This serves as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement.  A bid shall not be considered unless one of the forms of Bidder’s security is enclosed with it.

RECEIPT OF BIDS.  Sealed bids will be received by the City and Borough of Wrangell, Post Office Box 531, Wrangell, Alaska 990929, located at the Borough Clerk’s office, 205 Brueger Street, Wrangell, Alaska 99929 until 2:00PM prevailing time on July 17, 2014.  Opening date and time may be changed to a later date or time via Addendum.  Clearly mark on the outside of the envelope “Request for bids, Marine Service Center Water Filtration Shed, Opening Date July 17, 2014” Proposals may not be withdrawn for ninety-days following date of opening.

OPENING OF BIDS.  The bids shall be publicly opened and read at 2:00PM on July 17, 2014 in the City of Wrangell Assembly Chambers in Wrangell, Alaska.

SUBCONTRACTORS.  The apparent low bidder is required to complete and submit the following documentation within five calendar days following the posting of bids by the City and Borough of Wrangell:

Subcontractor Report, Section 00360.

CONTRACTOR’S LICENSE.  All contractors are required to submit a copy of their current Alaska Contractor’s License and a current Alaska Business License with the bid.

BID TO REMAIN OPEN. The Bidder shall guarantee the Bid for a period of 90 Days from the date of Bid opening.  Any component of the Bid including additive alternates may be awarded anytime during the 90 days.

OWNER’S RIGHTS RESERVED.  The OWNER reserves the right to reject any and all BIDS, to waive any informality in a Bid, and to make award to the lowest responsive, responsible Bidder as it may best serve the interests of the OWNER.
