SHOEMAKER BAY HARBOR PROJECT

Notice is hereby given that the City and Borough of Wrangell, Alaska will receive sealed bids for the construction of Shoemaker Bay Harbor project.

The Contract Documents, including one set of reduced scale drawings, may be obtained at the office of the Borough Clerks Office, 205 Brueger Street, Wrangell, Alaska 99929 (Ph. 907-874-2381).  A non-refundable fee of $100.00 made payable to the City and Borough of Wrangell is required for each set of contract documents.  Additional charges will be required for special handling or delivery of the documents by means other than first class mail. The Contract Documents may also be downloaded free of charge on the City and Borough of Wrangell website (www.wrangell.com) under the Bids and RFP’s section.  Downloading Contract Documents from the City and Borough of Wrangell’s website requires registration with the Borough Clerk in order to be placed on the Plan Holders List and to ensure receipt of subsequent Addenda.  Failure to register may adversely affect your proposal.  It is the Offeror’s responsibility to insure that they have received all Addenda affecting this Solicitation.  To be registered, contact the Borough Clerk at 907-874-2381 or at clerk@wrangell.com.

DESCRIPTION OF WORK.  WORK consists of all activities necessary to construct Shoemaker Bay Harbor, as shown in the contract documents.  Work generally includes demolition and disposal of existing facilities, dredging, moorage floats, steel piles, gangway, concrete abutment, utilities and other items.  The Engineer’s Estimate for the Base Bid and two Additive Alternates is approximately $10 million. 

SITE OF WORK.  The WORK is located in Wrangell, Alaska within the existing Shoemaker Bay Harbor.

COMPLETION OF WORK.  The OWNER will open the work site to the CONTRACTOR on September 10, 2018.  Final completion for all WORK under the contract documents shall be July 15, 2019.  Other interim substantial completion dates are outlined in the contract documents.

PRE‑BID CONFERENCE.  Prospective bidders are encouraged to attend a Pre-Bid Conference that will be held in Wrangell on May 22, 2018 beginning at 11:00 AM at the Borough Assembly Chambers at City Hall.  The purpose of the conference is to acquaint Bidders with the site conditions, phased completion and answer bidder questions on the contract documents.  Attendance by teleconference will be available by calling Dial-in number: 1-877-378-0449 or 1-330-892-7762, Enter Code 9433 5949

BID SECURITY.  Each bid shall be accompanied by a bid bond, cashier’s check or certified check made payable to the City and Borough of Wrangell in the amount of five percent of the total bid price. This serves as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement.  A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it.

RECEIPT OF BIDS.  Sealed bids will be received by the City and Borough of Wrangell, Post Office Box 531, Wrangell, Alaska 99929, located at the Borough Clerk’s Office, 205 Brueger Street, Wrangell, Alaska 99929 until 2:00 PM prevailing time on June 5, 2018.  Opening date and time may be changed to a later date or time via Addendum.  Clearly mark on the outside of the envelope “Request for bids, Shoemaker Bay Harbor, Bid Opening Date June 5, 2018”.  Proposals may not be withdrawn for ninety days following date of opening.

OPENING OF BIDS.  The Bids will be publicly opened and read aloud at 2:00 PM on June 5, 2018 in the Assembly Chambers of the City and Borough of Wrangell, Alaska.

SUBCONTRACTORS.  The apparent low Bidder is required to complete and submit the following documentation within five calendar days following the posting of bids by the City and Borough of Wrangell:

City and Borough of Wrangell Finance Department Verification, Section 00300.
Subcontractor Report, Section 00360.

CONTRACTOR'S LICENSE.  All contractors are required to submit a copy of their current Alaska Contractor's License and a current Alaska Business License with the bid.

BID TO REMAIN OPEN.  The Bidder shall guarantee the Bid for a period of 90 Days from the date of Bid opening.  Any component of the Bid including additive alternates may be awarded anytime during the 90 Days.

OWNER'S RIGHTS RESERVED.  The OWNER reserves the right to reject any or all Bids, to waive any informality in a Bid, and to make award to the lowest responsive, responsible Bidder as it may best serve the interests of the OWNER.
