STIKINE MIDDLE SCHOOL BOILER REPLACEMENT
Notice is hereby given that the City and Borough of Wrangell, Alaska will receive sealed bids for the construction of Stikine Middle School Boiler Replacement.
The Contract Documents may be downloaded free of charge on the City & Borough of Wrangell website (www.wrangell.com) under the Bids and RFPs section. Downloading Contract Documents from the City & Borough of Wrangell’s website requires registration with the Borough Clerk to be placed on the Plan Holders List and to ensure receipt of subsequent Addenda. Failure to register may adversely affect your proposal. It is the Offeror’s responsibility to ensure that they have received all Addenda affecting this Solicitation. DESCRIPTION OF WORK. WORK generally consists of furnishing all labor, materials, equipment, and services necessary to remove the existing boiler and install a new boiler system at Stikine Middle School, including associated hydronic piping, pumps, expansion tank, air separator, fuel oil piping, controls, electrical power and control connections, selective demolition, and all related work required for a complete and operational system, in accordance with the Contract Documents.
The Base Bid includes cleaning, inspection, and resealing of the existing boiler stack/flue as required to accommodate the new boiler but does not include full replacement of the boiler stack.
The Additive Alternate A consists of complete removal and replacement of the existing boiler stack, including new chimney system components, barometric damper, roof penetration work, and all associated demolition and installation. The Owner may award the Base Bid alone or the Base Bid plus Additive Alternate No. 1.
Work will be performed at an occupied school facility, and coordination with the Owner and School District will be required. All work shall be completed in accordance with the plans and specifications prepared by the design team and included in the bidding documents.
PREBID CONFERENCE. A prebid conference for bidders will be held at the Wrangell Capital Projects Department office at 1043 Case Avenue, Wrangell, Alaska on March 24th, 2026 at 11:00AM, local time. A walk though of the two project sites will be held immediately following the meeting. Prospective bidders are encouraged to attend. Interested bidders may also join by teleconference, as follows:

SITE OF WORK. The WORK is located at the Stikine Middle School, 312 Church St, Wrangell, Alaska.
COMPLETION OF WORK. The OWNER will open the work site to the CONTRACTOR immediately following the Notice to Proceed. Substantial completion must be reached as outlined in SECTION 01010 - SUMMARY OF WORK .

BID SECURITY. Each bid shall be accompanied by a bid bond, cashier’s check or certified check made payable to the City and Borough of Wrangell in the amount of five percent (5%) of the total bid price. This serves as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it.
RECEIPT OF BIDS. Sealed bids will be received by the City and Borough of Wrangell, Post Office Box 531, Wrangell, Alaska 99929, located at the Borough Clerk’s Office, 205 Brueger Street, Wrangell, Alaska 99929, or by email sent to: bids@wrangell.com, until 2:00 PM prevailing time on April 7, 2026, at which time they shall be opened and read aloud. Opening date and time may be changed to a later date or time via Addendum. Clearly identify the name of the Sealed Bid Project on the outside of the envelope or in the email subject line.
CONTRACTOR'S LICENSE. All contractors are required to have a current Alaska Contractor's License, prior to submitting a Bid, and a current Alaska Business License prior to award of the bid.
BID PROTEST. The City and Borough of Wrangell shall provide for the administrative review of a complaint filed by an aggrieved offeror provided a bid protest is received within ten (10) days after notice is provided of intent to award the contract. The designated procurement officer shall conduct an initial review to determine if the protest has merit and if all procedural requirements were met. Upon receipt of a valid protest, the Borough shall provide formal notice of the filing to all other interested parties.
BID TO REMAIN OPEN. The Bidder shall guarantee the Bid for a period of 60 Days from the date of Bid opening. Any component of the Bid including additive alternates may be awarded anytime during the 60 Days.
OWNER'S RIGHTS RESERVED. The OWNER reserves the right to reject any or all Bids, to waive any informality in a Bid, and to make award to the lowest responsive, responsible Bidder as it may best serve the interests of the OWNER.
