Wrangell Harbor Basin Revitalization and Transportation Resiliency Project
SCOPE OF SERVICES: The City and Borough of Wrangell, Alaska (“CBW” and “Borough”) is requesting qualifications from registered, professional engineering firms (“Firm” or “Consultant”) by submitting their Statements of Qualifications (Proposals), to provide comprehensive engineering, permitting, design, and construction-phase services for our federally-funded marine transportation infrastructure project, Wrangell Harbor Basin Revitalization and Transportation Resiliency Project (“Wrangell Harbor Basin”), a harbor float and anchoring systems replacement for three separate facilities within the Wrangell Harbor Basin. These three facilities are the Reliance Harbor, the Inner Harbor, and the Standard Oil Float. The project will also construct water, electrical, and fire suppression systems, as well as relocating Inner Harbor parking. Evaluation criteria will encompass firm history, federal funds engineering experience, key personnel qualifications, current workload, proposed service scope, project references, and fee percentages.

PROJECT FUNDING SOURCES: Funding for the project is made through a grant the City and Borough of Wrangell received from a U.S. Marine Administration (“MARAD”), FY2024 Rebuilding American Infrastructure with Sustainability and Equity (“RAISE”) grant appropriation in the amount of $25,000,000 and is therefore subject to the Federal laws and regulations associated with this program. In order to access these funding sources, the Borough must obtain all project permits, NEPA clearance, utility clearances, and approved bidding documents for RAISE to authorize or obligate funding for construction. All work must be completed in accordance with “General Terms and Conditions Under the Fiscal Year 2024 RAISE Program: MARAD Projects, Revision Date: June 26, 2024, as provided herein as Appendix B. Because federal funds are utilizing this program, Proposals shall demonstrate extensive experience navigating federal compliance, reporting, and procurement guidelines. All responding Firms must hold a valid Alaska Business License and be registered to practice professional engineering in the State of Alaska.
NOTIFICATION: The Recipient, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
SAM.gov: All recipients of RAISE program funds must maintain a current SAM.gov registration and have a Unique Entity ID generated by SAM.gov. This information must be current during the term of the contract.
DEADLINE FOR SUBMISSION OF PROPOSALS: All Proposals must be sealed and delivered in person, by courier, by U.S. Mail postage paid, or by email, according to Section 1.6 Proposal Development and Submission. Proposals must be received prior to 2:00 p.m. Alaska Time on July 17, 2026, or such later time as may be announced by addendum any time prior to the submission date. Late Proposals are not to be accepted and shall be returned unopened.

ADDENDA: Acknowledgement of Addenda may be delivered by fax or email, and confirmation of receipt of any submitted documents is the sole responsibility of the Proposer.

This RFQ does not commit the Borough to award a contract, nor to pay any of the costs incurred in the preparation and submission of Proposals in anticipation of a contract. The Borough reserves the right to waive irregularities, at its sole discretion, and to accept or reject any or all Proposals for any reason.
The Borough reserves the right to reject any or all proposals without disclosing the reason, therefore, to waive any information in the proposals received, and to accept the proposal deemed most advantageous and in the best interest of the Borough.
